Wrap every line in double quotes and backslash-escape any existing double quote inside the line.

Capabilities and scope
This produces a simple code-like quoted list and is not the same as RFC-style CSV double-quote escaping.
How it works
Each line replaces " with \" and is then surrounded by double-quote characters.
Example
a "b" becomes a quoted line containing \"b\".
