Random Timestamp Generator

How it works
A random millisecond is chosen and serialized as ms, floor(ms/1000), or new Date(ms).toISOString().
Example
ISO mode can produce a value such as 2026-01-17T13:42:11.123Z.

- Create API fixtures or timestamp-parser test values
Before you use it
- Leap seconds and explicit local-time-zone strings are not generated; JavaScript Date and UTC ISO semantics are used.

Are Unix seconds fractional?
No. Milliseconds are divided by 1000 and floored to an integer.
